Research on Current Development and Development Pattern Of China#39;s Agricultural Cold Chain Logistics

Abstract: The price of fresh agricultural products is rising constantly and the problem of food safety occurs frequently in China recent years. One of the important reasons is the lower circulating efficiency in addition to inflation and moral factors. This paper analyzes the current development of China#39;s cold chain logistics. For example, the infrastructures of cold chain logistics fall behind; third party logistics develop slowly; the level of supply chain management is low; the standards of cold chain logistics is lack; cold chain awareness needs to be improved further. Based on this, the paper summarize four kinds of cold chain logistics development patterns which treat respectively processing enterprises, third party cold chain logistics enterprises, logistics center and supermarket chain as the core of supply chain. As an innovation point, the paper proposed the cold chain logistics development pattern based on resource integration.

1 Introduction

In recent years, with 1gradually improvement of people#39;s living standards, the demand for fresh food and fresh agricultural products is increasing, coupled with frequent food safety issues, cold chain logistics is required to play a more important role in the circulation of agricultural products. At the same time, reducing the rate of rot damage in the process of circulation of fresh agricultural products to reduce circulation costs through the development of cold chain logistics is an effective way to reduce the rising prices of fresh agricultural products, and to increase the farmers#39; income. However, compared with the developed countries such as the United States, Canada, Japan and Germany which had built mature cold chain system, the China#39;s cold chain logistics is still in its infancy. The cold chain circulation rate of meat and poultry has reached 100%, the cold chain circulation rate of vegetables and fruits are also more than 95% in these countries. The data show that the cold chain circulation rate of China#39;s fruits, vegetables, meat, aquatic products is respectively only 5%, 15%, 23%, the rate of refrigerated transportation is respectively only 15%, 30%, 40% at present.

The Central First Document in 2009 proposed to promote the construction of large-scale food logistics nodes, the cold chain system of agricultural products and distribution center of fresh agricultural products. The Central First Document in 2010 proposed that China would improve the construction of fresh agricultural products cold chain logistics system. “Agricultural products cold chain logistics development plan” prepared by the National Development and Reform Commission in 2010 Put forward that the cold chain circulation rates of fruits, vegetables, meat, and aquatic products would be respectively increased to 20%, 30%, 36% or more, the rates of refrigerated transportation will be respectively increased to 30%, 50%, 65% by 2015[1]. Even so, there is still a long way to go in the development of China#39;s cold chain logistics, compared with the developed countries.

2 Development status quo and problems of China#39;s agricultural products cold chain logistics

2.1 The infrastructures of cold chain logistics fall behind

A small number of amount, the backward technology, the single function and the imbalance structure are the main features of Chinarsquo;s cold storage.

At present there are nearly 20 thousands cold storages in China. The total cold storage capacity has reached 8.8 million tons. But the cold storage capacity per capita is only 7 kg. Most of the state-owned cold storage characterized by outdated facilities and technological backwardness are more than 30 years since their construction[2]. There are some problems in the cold storage building such as attaching importance to meat cold storage building and looking down on the fruit and vegetable cold storage building, attaching importance to business type cold storage building in city and looking down on processing type cold storage building in place of origin, attaching importance to large and medium-sized cold storage building and looking down on wholesale and retail cold storage building and so on.

With regard to transportation tools, refrigerated car in China only accounted for freight cars proportion of 0.3 percent. Compared with 0.9 percent in the United States, 2.65 percent in Japan and 2.5 percent in Germany[3], there is still a wide gap. Railway refrigerated trucks only accounted for 2 percent of the total operating vehicles. Furthermore, most of them are old mechanical freezer wagon, normative refrigeration carriages still lack.

Concerning refrigerated showcase, they have been widely used in large and medium-sized supermarket chains. However, in a large number of farmers#39; markets, agricultural products basically are sold at the environment of normal temperature.

2.2 The development of Third-party cold chain logistics is sluggish

The degree of specialization of the cold chain logistics is relatively high, and the investment is relatively large. Therefore, the entry threshold of the cold chain industry is also relatively high. The enterprises at different link of cold chain in order to focus on their core business, and also rely on their own strength is difficult to meet the requirements of the development, Therefore, the importance of third-party cold chain logist
