Colleges and universities are not only important positions for personnel training, but also advocates of good social customs and disseminators of spiritual civilization. It is self-evident that it is the ecological responsibility of colleges and universities in the new era to guide college students to internalize the requirements of garbage classification policy, both in mind and in practice.Garbage classification is a method to classify and treat garbage according to its nature and potential value.In recent years, our country is gradually to promote urban living garbage classification, and has achieved initial success, to achieve the living garbage classification model, become the living garbage classification concept, methods, promote the practical responder of living garbage classification management policy, scientific research and technological innovation, considering college students in the living garbage classification performance of the main characters of ecological responsibility.
At present, the effect of domestic waste classification in China is limited, so is the diffusion effect of waste classification policy of representative communities -- universities.One of the difficulties is the lack of diffusion of garbage classification policies.Based on diffusion theory system in this paper, the policy related definition and implementation of carrier and applicable field, and a comprehensive concept of government public policy diffusion, and combined with the latest research results, from the spread of local government policy framework, mechanism and mode of review, so as to clear theoretical contexts the spread of local government policy.The influencing factors and operation mechanism of the policy diffusion theory are taken as the research direction of the policy diffusion of waste classification, and the cases of the policy diffusion of waste classification in relevant universities are analyzed.
At the same time, the paper puts forward the prospect of future research based on the practice of the diffusion of incoming and classification policies in universities.The university, the gathering place of the main social forces, will become the leading place of social civilization, the university will become the leading place of the spread of the introduction and classification policy, recognize the difficulties and correct the errors in time, never deeply implement the policy, strive to lead the social trend, comprehensively promote the 'pilot', and build a 'green' and beautiful China.

On this basis, based on the literature induction and analysis, the investigation of official data and field visits, the study sorted out the current situation, difficulties and countermeasures of the diffusion of university garbage classification policy in Nanjing University of Technology from the following aspects, including: the concept and characteristics of the diffusion of university garbage classification policy;Influencing factors of the spread of garbage classification policy in universities;The effect result of the diffusion of university waste classification policy;The diffusion mechanism and mode of efficient waste sorting policy;Analysis and Countermeasure of Diffusion Dilemma of University Garbage Classification Policy.To be specific, this paper investigates the spread of garbage sorting policies among college students, takes college students as the research object, and takes college students understanding of environmental problems, garbage sorting awareness, and daily garbage sorting behavior as the research content.Through questionnaire survey, the garbage classification consciousness and behavior of college students were investigated.The results show that the students of Nanjing University of Technology have a high degree of recognition of garbage classification, a good grasp of the basic knowledge of garbage classification, and a good practice of garbage classification in daily life.However, according to the analysis of the policy diffusion level, the policy diffusion dilemma is still obvious, so it is necessary to summarize the corresponding countermeasures from the source of the university waste classific
