摘 要： 服务体系创新是保证产业集群持续快速健康发展的重要条件。 分析当前产业集群服务体系的现状和问题， 提出产业集群服务体系创新必须坚持以促进产业集群转型升级为核心，以社会化、专业化、 市场化为导向，充分发挥政府引导和市场机制的作用， 创新服务机制，创新服务网络，创新服务内容，从而提升服务质量和服务效率， 形成多元化、多层次、多样化的专业服务机构和社会服务主体相结合的产业集群服务体系创新思路。

关键词： 产业集群； 服务体系； 服务创新

产业集群服务体系完善与否与地区竞争力、产业集群可持续发展密切相关。建立完善高效的产业集群服务体系，是确保产业集群得以持续健康发展的重要条件。产业集群的发展 需 通过升级以维持其竞争优势，在开放经济条件下，这意味着构建 集 群 的 技 术 优 势 和 动 态 创 新 能 力， 而 这 有 赖 于 集 群 服 务 体 系 的 完 善 及 其 作 用 的 有 效 发 挥。 虽 然 产 业 集 群 ，目 前 已 取 得 长 足 发展， 但 服 务 体 系 的 不 完 善 和 滞 后， 已 严 重 影 响 到 产 业 集 群 转 型 升 级 的 动 力 和 进 程。 在 此 背 景下， 探 讨产业 集 群 服 务 体 系 完 善 与 创 新 具 有 重 要 的现 实 意义 和 紧 迫 性。

产业集群服务体系创新

产 业 集 群 服 务 体 系 是 一 个 基 于 产 业 集 群 发 展 需 要， 并 服 务 于 产 业 集 群 生 产 而 形 成 的 综 合 体 系。 不 少 国 外 学 者 对 服 务 系 统 及 服 务 创 新 进 行 了 相 关 研 究， 这 些 研 究 主 要 集 中 在 概 念 界 定、 分 类 及 创 新 方 式 上。 按照 Ｈｅｒｔｏ ｇ 对 服 务 创 新 的 研 究， 服 务 创 新 包 括 相 互 联 系 的 ４ 种 创 新 类 型， 即 服 务 概 念 创 新、 界 面 创 新、 组 织 创 新 和 技 术 创 新； Ｑｉｕ 认 为 有 竞 争 的 服 务 系 统 必 须 对 环 境 有 很 好 的 适 应 性 和 持 久 性； Ｓ ｐ ｏｈｒｅｒ 等 将 服 务 系 统 定 义 为 由人、 技 术、 连 接 内 外 部 系 统 的 价 值 主 张 和 共 享 信 息 构 成 的 价 值 共 同 创 造。我 国 对 产 业 集 群 服 务 体 系 的 研 究 主 要 集 中 在 体 系 构 建、 作 用、 子 体 系 建 设 等 方 面。 在 服 务 体 系 建 设 方面， Lo e等］认 为 沿 海 产 业 集 群 在 向 创 新 型 产 业 集群 转 变 过 程中， 需 要 公 共 政 策 和 行 业 协 会 的 干 预；liu 等 认 为 对 处 于 不 同 发 展 阶 段 的 产 业 集 群 给 予 侧 重 点 不 同 的 政 策 扶 持 并 参 与 社 会 化 服 务 体 系 建 设； peter等 提 出 产 业 集 群 网 络 化 创 新 服 务 体 系 概 念， 认 为 市 场 主 导 型 的 网络 化 创 新 服 务 体 系 是 推 动 中 小 企 业 为 主 的 产 业 集 群 创 新 的 主 要 力 量；Joe提 出 地 方 政 府 是 产 业 集 群 演 变 的 驱 动 力； Peter认 为 政 府 作 为 制 度 供 给的 主 体， 在 中 小 企 业 服 务 体 系 建 设 过 程 中 分 别 发 挥 主 导、 引 导 和 规 制 作 用。在 服 务 体 系 作 用 方 面，Ｓ ｐｏｈｅｒ等 认 为 知 识 服 务 创 新 成 为 制 造 企 业 构 筑 核 心 竞 争 力 的 关 键。知 识 密 集 型 服 务 业 不 但 可 以 弥 补 传 统 产 业 集 群 中 制 造 类 企 业 创 新 能 力 的 不 足， 同 时 可 以 为 创 新 主 体 间 知 识 的 转 化 和 有 效 传 递 起 桥 梁 作 用， 从 而 提 高 集 群 创 新 效 率； Abby认 为 产 业 集 群 升 级 中 嵌 入 生 产 性 服务， 可 提 供 高 级 生 产 要 素， 推 动 区 域 创 新 体 系 的 形 成， 构 筑 创 新 知 识 扩 散 与 成 果 应 用 之 间 的 联 结 桥 梁； Abigail认 为 建 立 完 善 高 效 的 产 业 集 群 公 共 服 务 体 系， 是 确 保 产 业 集 群 持 续 健 康 发 展 的 外 部 孵 化器。在 信 息 服 务 方 面， Ada 指 出 多 元 化 信 息 服 务 体 系 的 建 设， 是 推 动 产 业 集 群 综 合 利 用 信 息 资 源、 技 术 创 新、 加 快 产 业 升 级、 实 现 创 新 区 域 和 可 持 续 发 展 的 关 键 举 措。

在 融 资 服 务 方 面， Adelaide等 提 出 金 融 服 务 体 系 作 为 社 会 服 务 体 系 中 的 一 环， 属 于 产 业 集 群 内 的 生 产 服 务 业， 它 是为生 产 活 动 服 务 的 一 种 中 间 投 入， 贯 穿于 生 产 过 程 的 各 个 环 节， 与 生 产 过 程 融 合 并 为 其 服 务； Alexandra 认 为 大 力 发 展 区 域 金 融 有 助 于 产 业 集 群 地 方 网 络 系 统 的 完 善 并 促 进 技 术 扩 散。国 外 学 者 主 要 侧 重 于 服 务 创 新 的 一 般 范 式 研 究，而 我 国 学 者 的 研 究 主 要 集 中 在 服 务 业 对 产 业 集 群 的 作用， 以 及与产 业 集 群 发 展 阶 段 相 适 应 的 子 服 务 体 系 建 设 上， 而 结 合 产 业 集 群 升 级 趋 势 与 需 求， 系 统 分 析 产 业 集 群 服 务 体 系 方 面 相 对 不 足。本 文 认 为 随 着 产 业 集 群 的 发 展， 服 务 体 系 的 职 能 也 应 逐 步 升 级 和 扩 展。 产 业 集 群 服 务 体 系 建 设 是 一 个 系 统 性 工 程， 涉 及 经 济 社 会 的 各 个方面。服 务 体 系 完 善 与 创 新， 关 系 到 产 业 集 群 能 否 形 成 有 利 于 其 发 展 升 级 的 环 境， 关 系 到 能 否 保 证 其 持 续 快 速 健 康 发 展。 通 过 服 务 体 系 创 新， 能 够 优 化服 务 资 源 配 置、 创 新 服 务 方 式、 改 善 服 务 内 容、 提 高 服 务 效 率， 有 效 调 整 集 群 内 中 小 企 业 产 业 结 构， 从 而 推 动 集 群 产 业 结 构 优 化 升 级， 促 进 区 域 经 济 转 型 升 级。

印 度 集 群 服 务 体 系 创 新 存 在 的 问 题

通 过 调 查 发 现， 尽 管 印 度 集 群 服 务 体 系 建 设 取 得 了 一 些 进 展，但仍 不 能 满 足 产业 集 群 大 量 中 小 企 业 的 现 实 需 求。如 公 共 服 务 平 台 的 建 设 基 本 完 善， 但 服 务 质 量、 服 务 水 平 仍 需 大 幅 提 高； 在 欠 发 达 地 区， 公 共 服 务 平台 建 设 还 不 完 善， 服 务 质 量、 服 务 水 平 更 难 保 证。总 体 而 言， 集 群 服 务 体 系 创 新 主 要 存 在 以 下 问 题：

（ １） 区 域 分 布 不 平 衡， 缺 少 系 统 规 划 引 导。 印 度 集 群 中 小 企 业 综 合 服 务 机 构 和 专 业 服 务 机 构 布 局 不 合 理， 现 机 构 主 要 集 中 在 城 市， 基 层 机 构 少， 区 域 差 异 大， 北 部 地 区 显 著 落 后 于 南 部地 区。

（ ２） 运 作 效 率 不 高， 创 新 服 务 意 识 不 强。服 务 体 系 建 设 缺 乏 行 之 有 效 的 监 管 措 施 和 协 调、 激 励 手 段， 服 务 机 存 在 管 理 不 规 范、 制 度 不 健 全、 服 务 效 果 不 明 显 等 问 题。缺 乏 创 造 性 开 展 针 对 集 群 中 小 企 业 需 求 特 点 的 服 务 手 段 和 措 施。 全 国 还 未 形 成 合 理 有 序、 运 作 高 效 的 集 群 中 小 企 业 社 会 化 服 务 体 系。

（ ３） 投 入 方 式 单 一， 投 入 机 制 缺 乏 创 新。虽 然 ２００８ 年 以 来， 印 度 财 政 支持 ５０多 个 产 业 集 群 公 共 服 务 平 台， 投 入 专 项 资 金 超 过６０００ 万 美 元， 建 成 各 类 公 共 服 务 机 构２５３ 个成 为 产 业 集 群 内 部 创 新 的 源 头。但 由 于印 度 产 业 集 群 中 小 企 业 量 大、 面 广， 相 对 于 占 全 省 ９０％ 以 上 中 小 企 业 的 服 务 需 求 而 言，支 持 资 金 规 模 小且 散。一 些 地 区 尚 未 建 立 产 业 集 群 服 务 体 系 建 设投入机制，没有将集群服务体系建设资金纳入本级财政预算。

  1. 服务网络不完善，服务创新能力不足。具有综合职能、 能够面向集群中小企业提供全方位服务、按照行业专业化建立的中介机构相对较少。如2011 年，40家产业集群只有商会组织实现了全覆盖， 其 它 如 融 资 担 保 平台 覆 盖 率 不 到７３％， 会 展 服 务 机 构 覆 盖 率 不到５６％。现 有 服 务 平 台 功 能 有 待 进 一 步 完 善 和 深 化， 服 务 内 容 缺 乏 特 色 和 针 对 性。 总 体 上 看， 各 类 服 务 机 构 和 主 体 提 供 的 服 务 产 品 种 类 少、层 次 低。

（ ５） 体 系 建 设 主 体 单 一， 资 源 整 合 有 待 加 强。社 会 力 量 参 与 服 务 体 系 建 设 的 积 极 性 和 潜 能 还 未 充 分 发 挥。政 府 扶 持 的 中小 企 业 服 务 机 构 自 身 缺 乏 有 效 的 整 合 手 段， 难以 与 各 类 社 会 化 服 务 机 构 建 立 起 稳 定 合 作 关 系。服 务 资 源 没 有 得 到 合 理 有 效 整 合， 导 致 一 方 面 大 量 的 中 小 微 企 业 找 不 到 服 务 主 体， 另 一 方 面 大 量 服 务 资 源 由于 缺 乏 整 合 能 力 难 以 吸 引 服 务 对 象， 从 而 进一 步 影 响 发 展 运 营。

产业集群服务体系创新思路

产业集群原有服务体系发展障碍主要是传统发展方式的羁绊和发展过程中涉及的运作机 制 问题，要实现产业集群的良性发展，必须创新服务体系发展路径，坚持以促进产业集群转型 升 级 为 核 心， 以 社 会 化、专 业化、市 场 化 为 导 向， 充 分 发 挥 政 府 引 导 和 市 场 机 制 的 作用， 大 力 创 新 服 务 机 制， 创 新 服 务 网 络， 创 新 服 务 内 容，从 而 提 升 服 务 质 量 和 效 率， 形 成 多 元 化、 多 层 次、 多 样 化 的专业 服 务 机 构 和 社 会 服 务 主 体 相 结 合 的 产 业 集 群 服 务 体 系。

（ １） 创 新 服 务 机 制。 一 是 创 新 投 入 引 导 机 制。 建 立 政 府 和 社 会协同 投 入 机 制， 共 同 建 设， 体 现 其 运 作 的 社 会 化。对 公 共 性 或 公 益 性 的 综 合 服 务 机 构 或 专 业 机 构， 政 府 应 更 多 采 用 项 目 招 标、 契 约 管 理、 绩 效 考 核 等 市 场 化 手 段， 通 过 竞 争 性 拨 款、 税 收 减 免 等 手 段， 促 进 其 发 展 。同 时， 加 大 对 与 中 小 企 业 生 存 和 发 展 关 联 紧密， 中 介 单 方 难 以 短 期 完 善 的 机 构 和 平 台 的 建 设 支 持 力 度， 力 争 使 政 府 投 入 取 得 更 大 成 效， 形 成 政 府 鼓 励 和 支 持， 社 会 机 构 参 与， 中 介 服 务 机 构 和 中 小 企 业 多 赢 的 局 面， 产 生 政 策 叠 加 和 倍 增 效 应； 二 是 完 善 分 类 监 管 机制。对公益性 服 务 机 构， 要 加 强 服 务 效 果 评 估 和 监 测，提 高 服 务 的 针 对 性 和 实 效。对 商 业 性 的 社 会 化 服 务 机构， 政 府 要 加 强 分 类 引 导， 通 过 购 买 服 务、 税 收 减 免、 加 强 信 誉 监 督 等 方 式 促 进 其 规 范 运 营， 避 免 过 度 无 序 竞 争， 形成 与 公 共 性 服 务 机 构 互 为 补 充、 良 性 发 展 的 格 局； 三 是 建 立 政 府 采 购 机 制。 对 那 些 需 要 政 府 为 中 小 企 业 提 供服 务 的 项 目， 可 应 用 采 购 方 式， 对 社 会 上 建 设 的 中 小 企 业 服 务 机 构 或 平 台， 以 及 对 中 小 企 业 提 供 的 服 务， 实 行 政 府 订 购 或 采 购， 减 轻 政 府 直 接 经 营 或 运 作 的 负 担； 四 是 建 立 信 誉 评 估 机 制。 建 立 服 务 机 构 业 绩 档 案， 定 期 公 开 业 绩 信 息， 加 强 社 会 监 督。 明
